Debbie Burbage Recruitment is delighted to recruit exclusively for a Senior Procurement Officer to join a well-established business on an 18-month contract. This is a fantastic opportunity for an experienced procurement professional to lead various procurement and contract management activities, driving efficiency, value for money, and positive stakeholder engagement.

As Senior Procurement Officer, you will work closely with internal teams and stakeholders, providing expert procurement guidance and ensuring best practices across the organisation. You will be responsible for managing procurement projects from inception to completion, developing procurement strategies, and ensuring contracts deliver value for money and operational efficiency.


The Role

As Senior Procurement Officer, you will work closely with internal teams and stakeholders, providing expert procurement guidance and ensuring best practices across the organisation. You will be responsible for managing procurement projects from inception to completion, developing procurement strategies, and ensuring contracts deliver value for money and operational efficiency.

Reporting to the Head of Procurement, key responsibilities include:

  • Leading the effective development of the procurement strategy for asset investment / planned refurbishment, improvement and retrofit works area/s, encompassing a range of procurement and commercial activities including development of a procurement programme, carrying out market research and undertaking supplier / market engagement and awareness activities.
  • Providing end to end management of a range of medium to high complexity procurement activities with minimal supervision. Involves leading the development of individual business cases and procurement strategies with key stakeholder (and potentially end customer engagement and involvement), through to creation of tender documentation, management of the tender, evaluation, negotiation, award, and mobilisation activities to ensure contracts awarded meet quality, value for money, and service delivery objectives.
  • Being fully cognisant of PA2023 and able to provide practical and commercial advice to colleagues in accordance with the legislation.
  • Providing specialist advice, guidance, and support colleagues with individual contract related matters which may include review of contract terms, contract audits, review meetings, price adjustments, dispute resolution etc.
  • Identifying opportunities for cost savings, collaboration, efficiency improvements, through procurement and/or contract management practices.
  • Ability to manage multiple projects simultaneously with minimal supervision, balancing competing priorities and deadlines to ensure on time delivery.
  • Supporting the identification of procurement and supply chain risks, contract risks, and financial risks and the implementation of appropriate risk management activities.
  • Be able to deputise on a temporary basis for the Head of Procurement when required including attendance in senior management meetings or meetings with external parties to represent the procurement function.
  • Assist the Head of Procurement in developing procurement and contract management processes, systems and documentation.
  • Working closely with the finance department and heads of services to ensure compliance with internal procurement and financial regulations and scheme of delegation, as well as support with setting budgets and forecasts.
  • Support the Head of Procurement in developing a suite of training tools, templates and guidance materials for use by colleagues on a variety of procurement related subject matter (such as effective use of eTendering and contract management systems, internal and external procurement regulations).

What We’re Looking For

  • Proven experience in procurement, ideally in a regulated or public-sector environment.
  • Strong understanding of procurement legislation and contract management best practices – knowledge of current Public Contracts Regulations 2015 (PCR 2015) is essential and incoming Procurement Act 2023 would be an advantage.
  • Excellent negotiation, communication, and stakeholder management skills.
  • Ability to manage multiple projects with competing deadlines and priorities.
  • Commercially aware with a keen eye for cost-saving opportunities and supplier performance improvements.

Remuneration 

Salary: Paying up to £41,203 Per Annum
Hours: 36 hours a week – flexible working (hybrid – 3 office & 2 home)
